Emmanuelle Strub is a recognised expert in humanitarian security, risk management, and protection systems, with over 25 years of experience supporting international and national organisations operating in high-risk environments. Her career spans field coordination in complex emergencies, strategic advisory roles, and institutional audits, with a consistent focus on strengthening duty of care and ethical engagement with affected populations.

Emmanuelle has worked with leading organisations including Medecins du Monde, Expertise France, CARE, CARITAS, KAICIID and the EU delivering security risk assessments, crisis management reviews, and protection protocol development. Her work has supported both international NGOs and their operational partnerships with national actors, helping to embed survivor-sensitive approaches and reinforce security frameworks across diverse contexts. 

Her approach is grounded in operational realism, ethical rigour, and a deep understanding of the lived experiences of humanitarian personnel. As a former ICRC delegate, she led detention monitoring missions in Iraq, Indonesia, Peru, and Sri Lanka, and developed tracing systems for families affected by conflict and disasters. Her eight-year tenure as a judge assessor at the French National Asylum Court further shaped her survivor-centred methodology and her ability to engage with individuals affected by violence, trauma, and displacement.

Emmanuelle combines technical expertise with a commitment to learning and capacity-building. She has designed and delivered training programmes on crisis management, personal security, and risk analysis for field and headquarters staff, and lectured on humanitarian action and security at Sorbonne Paris 1 and INALCO. She is an affiliate of the Global Interagency Security Forum (GISF).

A dual Swiss and French national, Emmanuelle works in French, English, and Spanish. She holds a Master’s degree in International Cooperation and Development from Paris I Sorbonne and an engineering degree in Process and Quality from EPF Sceaux.
