Clare Sycamore

Clare Sycamore is a recognised expert in organisational performance, results-based management, monitoring, evaluation, and assurance, with more than 20 years of experience across the United Nations and European Union systems. Throughout her career, she has championed an integrated approach that fuses strategic foresight, results-based management, evaluation, and organisational learning with oversight, assurance, risk, and compliance functions, creating stronger accountability and operating frameworks through which organisations deliver results.

Clare has held senior advisory, quality assurance, and performance management roles with WFP and FAO, where she has led the development of corporate results frameworks, key performance indicator systems, project cycle management procedures and tools, governance processes, fiduciary and accountability frameworks, and organisational learning mechanisms. Her work has helped organisations strengthen accountability, improve performance, and embed learning into institutional decision-making.

A recognised practitioner in results-based management and co-author of the UNSDG Results-Based Management Handbook, Clare combines corporate-level reform experience with extensive field-based assessment work. She has led monitoring, evaluation, quality assurance, and institutional capacity-strengthening initiatives across diverse operational contexts. Before joining the UN system, she conducted Results-Oriented Monitoring missions for the European Commission across Africa, Asia, Latin America, and the Caribbean, assessing programmes in governance, human rights, food security, health, education, and rural development.

Clare is known for combining analytical rigour with practical solutions that strengthen institutional effectiveness, accountability, and results. A dual Irish and British national based in Rome, Clare is fluent  in English, French and Italian with working level Spanish. She holds a Master's degree in Development Studies, specialising in programme and project management, from the Université catholique de Louvain, Belgium, completed entirely in French and awarded magna cum laude, and a Bachelor's degree in European Studies from the University of Leicester, UK.
